Obituary for Matthew J. Cullen Jr.

Blue Hill -- Matthew J. Cullen, Jr., died September 13, 2016 in Blue Hill. He was born in Boston, MA February 3, 1923, the son of Matthew J. and Sarah C. (Tobin) Cullen, Sr.

Matt was an independent consultant in planning and management. Since 1967, his practice was specialized in long-range planning, financial analysis, management studies, and organizational development activities to achieve institutional change. His clients included colleges and universities, foundations, manufacturers, banks utilities, insurance companies, social and community organizations, cultural and research institutions, professional firms, and a television station.

During the Truman Administration he was Staff Assistant to the Budget Director of the United States, and later served as legislative assistant to the United States Senator Henry M. Jackson (D-Washington). He was active in the presidential campaigns of Adlai Stevenson and served as Deputy Floor Manager at the 1960 Democratic Convention. He was selected by President Kennedy to be deputy director for his 1964 re-election campaign.

He was Vice Chancellor of the State University of New York; program associate in the public affairs, international affairs, and education staffs of the Ford Foundation; and staff to, and co-author of the reports of, The President’s Committee on Education Beyond the High School, and the President’s Committee on Scientists and Engineers.

On loan from the Ford Foundation, he served as Director of Scientific and Technical Manpower at the Organization for Economic Cooperation (OECD) in Paris in 1960-61.

In the 1970’s as consultant to the Lincoln Foundation he was responsible for bringing in to existence the Lincoln Institute of Land Policy, where he served as Editor of the papers of the Land Policy Roundtable, and worked on natural resources policy development with the Western Governors Conference, the Western Legislative Conference, and the Western Association of Attorneys General. He later served as Executive Director of the International Center for Land Policy Studies and organized and chaired the First and Second World Congress on Land Policy.

In the 1980’s Mr. Cullen became President of the Hartford Graduate Center, a school offering instruction in engineering, science, and management to 2500 working professionals in more than 400 Connecticut Valley industries. He had helped found the organization in 1955 when it was established as a branch of the Rensselaer Polytechnic Institute.

At HGC he established one of the country’s first programs designed to improve the management of non-profit organizations; inaugurated a Leadership Development Program with the Center for Creative Leadership; and developed a program in Japanese management methods for U.S. corporate leaders, jointly with the Kaisen Institute.

He was an honors graduate of Harvard College (1945) and held a law degree from George Washington University (1958). He had been a Littauer Fellow at Harvard (1951-52) and a Visiting Fellow at the Battelle Seattle Research Center (1970-72).

Following his service in the Army Air Corps in WWII, he was a member of the faculty in Political Science at the University of Maine at Orono, and research fellow at the Institute of Public Administration in New York City.

He is survived by 3 sons, Brian Cullen of NJ, Mark Cullen of WA, and Matthew Cullen of IA; daughter, Louise Cullen Robinson of NJ; and six grandchildren. He was predeceased by his wife, Julie Cullen; and daughter, Laura Cullen Griswold.

Services for Mr. Cullen will be private.
